EIOPA identifies possible simplification of Registers of Information, cyber incident reporting and the designation process for Critical Information and Communication Technology (ICT) Third-Party Providers.

Retail Investment Strategy (RIS)

In preparing the technical measures required under the RIS, EIOPA intends to favour shorter and more streamlined regulatory texts, drawing wherever possible on existing requirements and information.

Where permitted by the underlying legislation, EIOPA will favour concise, outcome-oriented principles and criteria over detailed processes, mandatory indicators and extensive documentation.

Three areas are particularly relevant:

Disclosure requirements: New disclosures under the Insurance Distribution Directive (IDD) should build on existing templates, including the Insurance Product Information Document (IPID) for non-life insurance and the Key Information Document (KID) under the Packaged Retail and Insurance-based Investment Products (PRIIPs) framework, avoiding parallel disclosure requirements.

Value for Money: EIOPA intends to simplify benchmarking methodologies where feasible and avoid additional reporting by prioritising existing PRIIPs, Solvency II and supervisory data.

Cross-border reporting: New reporting obligations for insurance intermediaries should be limited to essential information.

Insurance Distribution Directive (IDD)

In preparation for the future review of the IDD, EIOPA intends to identify targeted opportunities to simplify requirements and remove unnecessary complexity, while maintaining consumer protection and consistent supervisory outcomes.

EIOPA is also assessing whether the administrative burden arising from national general good rules remains proportionate to their consumer protection objectives. The findings could inform future simplification proposals, particularly relevant to intermediaries engaged in cross-border distribution.

Proportionality and supervisory convergence

Beyond individual legislative initiatives, EIOPA advocates stronger impact assessments, realistic implementation timelines and greater consideration of the cumulative burden of regulatory requirements.

Greater harmonisation of supervisory practices across Member States is also identified as an important means of reducing regulatory fragmentation and duplication.

EIOPA explicitly recognises the importance of structured dialogue with industry to identify practical implementation challenges and develop workable solutions.

What comes next?

The paper sets out EIOPA’s intended direction rather than an adopted package of regulatory amendments. Its significance lies in the opportunities it creates to contribute practical experience and evidence-based proposals to future legislative reviews and supervisory initiatives.

Becobra will continue to follow these developments together with BIPAR, with particular attention to proportionality, regulatory simplification and the practical implications for insurance intermediaries.

On 28 September 2026, the European Insurance and Occupational Pensions Authority (EIOPA) published Bolder, Simpler, Faster: EIOPA’s views for better regulation and supervision 2.0, building on its 2025 simplification agenda.
